I think you'd need several fat guys - around 3000 pounds, or 10 FGU (Fat
Guy Units; 1 FGU = 300 pounds).
That would still be unsafe; you may have one of the ten fat guys fall on
you while you are operating the jack. Ten fat guys in a lot for one
fender... or even the whole car.

You couldn't compress the spring enough with a jack - you'd simply lift
the car off of the ground, unless you chained the frame to the floor.
In any event, it would likely be incredibly dangerous. A compressed
spring can have more stored energy than a grenade. I wouldn't rely on
zip ties to keep it from going ballistic.

Use a jack and compress the spring. Then, take some big zip ties
and
wrap them around the spring. I think they would need to be
pretty beefy
zip ties. You should then be able to remove the spring while it
is
completely compressed. Then when you reinstall it, just jack the
wheel
back up, reattach and cut the ties..
