No, not necessarily. It only boils at the surface for the most part. It
has to do with vapor pressure. PV=nRT and such.
I've played with liquid nitrogen the same way; it stays a liquid for the
most part.

Um, freon boils at something like 20 degrees F. Unless it was the
middle of winter, wouldn't the mechanic have walked out with a 5
gallon bucket of fog?
