Damaged & broke torsion bars are a pain to deal with especially when you have no new ones available.  But there are still new old stock ones available.  They may be pricey, but the repair that you have cannot be judged safe.  You have a bar that already broke.  In theory, it should have had a much longer lifespan.  If it failed at one spot, is it likely that more bad areas are soon to be next to break?  You cant just go heating a spring without affecting its temper.  The welds will likely be weak spots.  The added sleeve effectively shortens what is left of the spring.  Now it has to flex more accordingly to make up for the shorter length.  Stress is what already broke the bar.  Now you are putting more stress on a smaller area.  It may likely break again.  And it could come down hard.  Watch your fingers & toes.
