Why not just start a new group? I personally don't know anything about the
DOA other than what I read on the lists. Since so many people seem to have
such a negative opinion of the DOA, you would have to work harder to clear
that name and then build it up. It would seem to be easier, and probably
better, to start fresh.
You could still do it under the umbrella you speak of. Several groups here
in the south east have already merged into one larger group.
On a related note, who decided on the title "DOA" anyway? I see that and
always think "Dead On Arrival". There has to be a better name to use.

A good revamp of the DOA would be nice. To act like an umbrella, to
connect everyone with each other. And to direct both current, and
potential owners to like-minded people in their area. Plus, we could
benefit from their tech & owner record archives, and most
importantly, make certain that this information is distributed to all
owners who want it. We could help people locate trusted local
mechanics, etc.
If there are events where DeLoreans could attend, we could send out
the information to every one, or just the regional groups whom it
affects. This like this.
Yes, between DCS, DeLoreans, & Gullwing, & all the individual
newsletters, there really isn't a need for DeLorean World to remain
in existance. After all, how many tech articles are possible for one
car? But I'm sure that if news articles could not be found, they'd
need to be generated by promoting driving and public participation.
And maybe even some spotlights on individuals who've contributed to
the marque.
Anywho, that's just my take on things. And really is something that I
hope to accomplish for everyone. Manily re resurect the DOA, so that
we can prop it up as a sign of owner loyalty to the public. But only
after the powers that be have faded, and we can then have things run
the way owners want/need on a national level, rather than being just
a regional club for owners in SoCal.
