Way back when, yes. It also was age 21 at one time and you could pay a bit
more for someone under that age. Every time I get a rental car they make
sure I know no one under twenty-five can drive the car even though my
insurance covers it.
So, I just checked with Avis and they said only military and corporate
accounts will allow down to twenty-one. Only in New York will they rent to
someone eighteen.

Who do you work for?? Lots of times, if your company
had a contract with a rental car agency, they dont
care about you age.
Good thing I started working for AT&T when I was
18.... I could always rent a car.
