We pulled it off and put a 12v battery to it. It refused to turn. Did
the same to Walters (we were swapping parts between the cars), watched
it open and close fully. Of course, if you look at it right after
turning the engine off, it is 1/2 way, which is proper. To test, With
the idle speed regulator in it's normal postion, middle is negative, top
side will open, bottom side will close.
One thing we did notice is you have to hold power on it for a minute,
otherwise it will not rotate fully.
