Thanks John and all.  The problem seemed to resolve itself 
mysteriously.  I disconnected the battery last night and this morning 
the fans didn't turn on as soon as  I started the car.  I pulled fuse #5 
and put it back in the opposite direction and jiggled the black box 
and everything seemed fine.  After driving a while the fans did come 
on and cycled normally.  I'll chalk this one up to gremlins.
