I am trying to remember back to when my starter went out. You will
need at least one other person to help you out, but I would suggest
putting a voltmeter to the different connections to the starter.
You will need the other person there to turn the key while you test to
make sure the solenoid is getting 12V and then passing the 12V to the
actual starter when the key is turned. Refer to the workshop manual to
find out the exact terminals you need to test for.
Since the shop you had your starter tested at says it works fine, it
maybe that the starter just is not getting and power due to an issue
elsewhere in the electrical system. Could be the starter unit
(solenoid included) is just not getting any power at all or an issue
when the key is turned, hence no power is being sent to the solenoid
to allow the starter motor to engage.
