These pumps have more than enough suction to pull fuel up that short
distance.  If you look at other applications for the exact same pumps you
will see that a good number of them are mounted externally.  From my
experience with these pumps you could mount it in the engine compartment and
not have any problems with it as long as you don't let it run dry.
