I thought the cut off was in 1980 and this confirmed it, though it does
state 'visual'.

A visual inspection must be conducted on the following items:

1980-1983 Passenger cars and light trucks
Catalytic Converter
Air Injection System
PCV Valve
EGR Valve
Choke System
Thermostatic Air Intake System

I couldn't find anything on collectible or specialty car exemption though.
Since you have family in North Carolina, could you have it titled there?
All you should have to do is state you are in school.
