I know for sure on the EEC-IV you stick a jumper in to one of the wires on
the top row of the diagnostic plug and the external lead, then you can hook
up a test light or count the flashes of the chkengine light.

And I though you could do that on the Ford EEC-V aka ODB-II cause they chose
to use the pulse based ODB-II.  I just remember it being a big deal in the
mustang community then one day someone found a way to read to the codes.
