I would not call a bolt mounted to the bottom of the tank a pivot. Even if it were, why would the baffle go up? The extreme bouyancy of plastic, hard rubber and metal? Or perhaps anti-gravity. If the impurites go to the bottom of the tank, why would it matter where the level of the gasoline is? If Rick can go down to one gallon, why can't I? Is his gallon of fuel different than mine?
