Actually stock DeLo fuel tank baffle has a pivot that allows it to rise & fall. Fuel tanks accumulate all sorts of trash: rust, gum, bits of rubber, honest to goodness organic matter. If your car doesn't do it to itself, a funky gas station will through that big nozzle. Usually sinks to bottom BTW, not float on top. Just completed Mid Atlantic Fall Tour with Rick Gendreau. Has a 5 gallon tank. Never allows to drop below 4 gallons. That's 20% "hahaha"...
