Actually Bill properly adjusted drum beaks on a air-cooled VW will lock the rear wheels. Even on my lowered Karmann Ghia with Porsche 15"x8" fuchs running 225's will lock up with the car out of gear up to about 35mph on new BFG comp TA. When used properly (no traffic, trees, or other hazards around) can be lots of fun. That's why brakes activated with hydraulic fluid (Ford was last mechanical brake -- with rods -- in the 1930's). Momentum of vehicle will simply stretch cable. Ever noticed is possible to accidentally start off (difficultly) with a parking brake engaged? And that's from a total standstill.
