I would check that flow rate, like Walt says, for sure. When I had my pump problems, I found the screen in the bottom of the tank was clogged with black gunk. It doesn't take much to clog up that screen since it is such a fine mesh. Since then, my pump has worked as advertised. I know you cleaned out the tank and everything, but Walt"s bucket trick works like a champ, and if you're getting the proper flow rate, and the pump is still noisey, then it sounds like the pump is going bad.
