Generally, it's because foreigners (usually Asians) will work for about 1/3rd of the salary of Americans. That's why everything is being "offshored", as employers euphamistically call it... Strange. They come here to "live the American good life", then accept salaries that don't allow them to live it. Europeans, on the other hand, have a comparable standard of living, so the above does not apply.
