Well then I think I am saying something completely different then.  Mine
had
a clamp between the inner and outer boot and no clamp on the outer boot.

Either way it seems like it would be a good idea to seal the connections
from moisture.

No.  You are saying something totally different.

Your hose clamp is between your inner and outer boot.  Mine is around
both boots.

My clamp keeps water from getting on top of the fuel pump.
