You're right. It can be fixed. I don't care what it looks like. It needs to last a year to a year and a half so I can save up for the real part. In the first pic, I'd like to point out that a large section had been cut away, apparently in preparation for welding in the pre-cut piece I have in my basement. It was in the trunk when I bought it. That's why the steering rack mounting bolts are exposed. Where the top parts of the tube are welded to the frame, they appear to have just broken off, like a cold weld. If we could reattach those points, the radiator and all wouldn't droop. I also believe that my shot out tierod-ends exerted a lateral "shearing" force on the steering rack that made things worse. That's one reason I won't drive it anymore.
