Bill, If the micro switch on the throttle body lever is adjusted properly, only then will the vacuum solenoid open/close because the micro switch has un tripped and allows the vacuum allowed to go to the vacuum advance on the side of the ignition distributor. You should also have a idling problem if this circuit isn't working properly, also. Yes, If the switch isn't tripped or not working will vacuum be going to the ignition distributor when in the rest position and naturally if you time it there it will be off.
