Either he's putting in the wrong fuse (under rated for the ckt) or he's rubbed a wire through the insulation somewhere. I guess it's possible, however unlikely that his blinker module (the little capacitor that causes the acutal blinking) could have some kind of wierd fault. It looks like a little silver can mad out of cheap tin. At least they used to...
