It seems they have checked the power and ground source, but not at the pump. Power and ground need to be checked at the pump. There is a common problem of the ground or power wire to the pump severing or disconnecting. In the front of the car, there is a turn that the wire bundle makes (by the washer reservoir i think) where there are continuity problems. some just run a new wire from a ground point or from the RPM relay instead of tracking down the real problem.
