Then why not try it? Develop the political framework, and get others to sign on to the idea. You know who the key folks are - talk to them, voice your concerns, and propose your solution. You're right, it probably can not be done by one person, but one person can get the ball rolling and keep it rolling until it gathers the momentum it needs to succeed. Demonstrating a web forum everybody has seen before is immaterial to this cause; the technology is merely a tool. Look, I know this sounds like the voice of a rambling, idealistic fool.
