When I replaced my original RPM relay with a new one (through a Volvo 
vendor), I noticed the same thing. Unfortunately, I developed a starting 
problem at the same time and switched it back while I troubleshoot. Since 
the fuel pump can pressurize the system in just a second or two, it's not 
something to worry about.
