When local/state government can not or will not do what it is supposed
to do, the feds do indeed come in for the benefit and protection of
the citizens. Think of Little Rock.

President Bush himself declared Louisiana and Mississippi federal
disaster areas *BEFORE* Katrina even made landfall specifically to
pre-position FEMA for fast response. Or so the press releases said on
Sunday. FEMA itself claimed to be poised to spring into action as soon
as the storm passed. Again, I emphasize, these were the federal
pronouncements on SUNDAY, 24 hours before Katrina touched land.

Then on Tuesday, the Feds went missing in action...
