Well, what are you really going to do about it, anyway? You can't
force them to sell anything to you. They can refuse to do business
with you if you make a stink. Worst thing you can do is call up Visa
and get their right to accept credit cards revoked. Considering they
have that sign up at all, the cards are already costing them more
money than they're comfortable with so I don't think they'd be all
that upset.

Sounds like hospitals. When we had our first child, we didn't have
health insurance. No problem, we knew that going into it and had saved
up the money to pay everything ourselves. My wife had to go in for
these "non-stress tests" a dozen or so times near the end of the
pregnancy because they had concerns about the baby; each test entailed
being hooked to a fetal monitor for an hour. The bill for each test
was never the same. Sometimes it was $40, sometimes it was $60, other
times $180. Once it was $1,500. I had a nice long chat with the
hospital administrator. Told her I'd be happy to pay for all of these
tests, but since it was the same test every time the bills were going
to have to be the same every time. I asked how much it actually costs
to be hooked up to one of these machines for an hour. She didn't know,
nor could she find this information. Had absolutely no idea. So we sat
and haggled over the price. I think I agreed to pay like $40 per test,
we shook hands and it was done.
So where'd they come up with the totally random bills? Who knows.
Nobody at the hospital could tell me, not even the people at the top
of the food chain. I swear they've got a monkey in the back who just
makes up new prices on a case by case basis.
