In some states, "rebuilt" is the same as "salvage" and vice versa. Also,
some titles that are clear now can have the "salvage" or "rebuilt" show up
on them again when they get sold state to state.
You can take a car bought from an auction with a salvage title, rebuild the
car and get a rebuilt or clean title and everything would seem fine. Later,
when the owner tries to register the car in another state, the title can be
issued as salvage, rebuilt, or clean depending on that state's procedures.
More and more states are sharing information so any title problems will show
up eventually. Also, some states will go back to the last person selling
the car with the effected title and charge them three times the amount they
sold it for.
