Actually, one of the first designs had the entire fender move, which acted
like a rudder.

Tucker had this.
Other people experimented with this before Tucker did. They had lights
on the fenders that turned with the wheels. This was proven dangerous
at high speeds because the fenders acted like rudders.
I almost took that right out of the Tucker movie.
