Have you ever done an electrolysis experiment in High School, where you 
separate water into it's basic components; hydrogen and oxygen.  It 
happens so slowly you'll never get anywhere.  It will require to much 
current to get any decent volume from it, it will require more energy 
input then you will get in return (combustion).
The next level of this is fission.  Whereby you superheat the water to 
say a million degrees, it should separate into it's basic components 
almost instantly, then burn, then separate more water to sustain 
itself.  This hasn't been mastered yet.
I believe all this is put on the web site to collect donations, just a 
scam that looks technically viable.
