[DMCForum] found my leak - help??

Hey guys -  I'd really appreciate your collective opinions on this:

I've noticed that my D drops about a quarter-sized bit of coolant 
every day or two and I can see a bright green drop hanging off my oil 
filter occasionally.  I was told by the guy who worked on it last 
summer when I replaced the entire cooling system that there's a 
corroded place on the block,  just fore (as opposed to aft, to put it in 
perspective) of the oil filter and that last year he used some Barr's 
Stop Leak to stop it leaking.  But it's leaking again and I don't want 
to continue to add Stop Leak.  Now here's the real question --

He told me that he knows a welder who can repair the block with a 
weld.  Is this possible?  Has anyone every experienced anything like 
this?   It's not in the VOD and FWIW, even if I don't drive the car for a 
day or two there's still pressure in the system when I open the 
radiator cap.
