Actually, I think I see what's going on here.  Looks like the driver's 
side wipe switch isn't reliably moving all the way to make contact in the 
locked position.

The lock is adjusted well, but is mechanically really difficult to move, 
and neither the solenoid nor the actuator seems to have the muscle to move 
it all the way.

So I'm off to figure out a mechanical problem instead of an electrical 
one.  :)
