yes, they are pivoted on steel shafts welded to the side of the car,
inside the covers are rollers that run along the tires when you turn the
wheels and springs hold the wheelcovers to the car and return the covers
to the forward position when the wheels are straightened out. this also
prevents wind from catching it and ripping them off.

I have been meaning to ask, and maybe I missed it on www.bttfparts.com ,
but
can you turn the front wheels with that piece in place?
