A MIG does feed wire as well, but it uses gas to shield the weld puddle from
oxidation during welding (CO2 or CO2/Argon mix).
 
A plain wire feed welder works the same way, but uses wire with a flux core
that melts and generates gas around the weld while arcing.  Similar, but
flux core spatters more and doesn't make as nice a weld.  Plus, I don't
believe you can get flux core wire for stainless or aluminum.
 
I needed one ASAP so even though I wanted a Lincoln, I bought a $199
Craftsman that is, well, marginal.  I got what I paid for, but it is limited
in its uses.

What is a "wire-feed non-mig"? 
Lincolns are good, but I have a Miller mig and tig and they work great.
Thermal Arc makes a nice reasonably priced machine too...
