Compressor cycle is an indicator of freon level BUT
you have to consider the ambient temperature. Dont
assume that because it cycles that there is a problem.
Go ahead and check the temperature anyway.

Do you get airflow on AC? Sounds like you have a
problem with the actuators or doors in the heater
box.. or maybe a bad mode switch.

With the SpecialT fan fix, I think the light is
supposed to come on with the fans... the fans come on
with the compressor, so this sounds OK.
