I have never received anything like that other than banks and finance
companies wanting me to sign up or take out a loan, which they make money on
so it's not a grant.
Everything I have seen from the SBA is they back the loan through a local
bank so that's not really a grant either. They will try to get you to apply
as the bank makes money off of that. More properly, the bank wants you to
apply for the loan so they can make the money.
I thought one had to actively seek grants or submit their contact
information to be added to a mailing list. I didn't know government grant
offices actively sought recipients.

Yep.
Small business administration. I got these the first 3 years I was self
employed as a new corporation.
Fannie Mae - buisness property loan
I get applications from GSA for safety grants all the time.
NIOSH also sends out grant application on particular subjects, if they
know you are an expert.
They used to do this for union training.
