In New Jersey, we have enterprise zones.  If you don't
have it where you are, it is a designated area where
the state sales tax is cut in half from 6% to 3%.

The idea was to attract businesses to these areas for
high-ticket items where customers would come to save
money.

What did this tax break do??  We now have large
stores, like Ikea, in Elizabeth NJ.  Sure, you only
pay 3% tax, but 10 years later I sill would not walk
beyond the bounds of the security patrolled parking
lot.

The program only served the needs of the corrupt
politicians, and big businesses..  Ikea would have
built the store anyway, and employed the same people.
