Did you have to take the timing scale off to remove the timing chain
cover?
Much maligned PRV has a nifty way to re-index it. On top of the block
are two plugs (pulley end). One closest to the timing chains goes into
the oil galleys. Other one is for locating TDC #1. Rotate the engine
to whatever is currently identified as TDC. Remove the plug and insert
a foot long 5/16" drill bit. An indexing hole is pre-drilled into one
of the crankshaft counterweights (#6?). If the bit drops into that
hole, your scale is positioned correctly. Otherwise, rotate the engine
up to 20 degrees in either direction until it drops in, then
reposition the scale.
Is there any chance you skipped a tooth when reinstalling the cam
shafts? Engine will never run right if you did.
