Here's a thought:-

The fuses are blowing _in_ the devices plugged into the cigar lighter.

Check the voltage on the cigar lighter.

Phone chargers, CD players etc all require a regulated output and I 
would guess they use a resistive "intelligent" voltage regulator that 
pulls down the supply voltage to whatever output is required (4.5v 
typical for a CD player). If your cigar lighter has corroded 
connection(s) down the line then your charger will draw more current in 
order to maintain the output and this may exceed the fuse on the device
