As I understood it they had approval from the NHTSA to produce completely
new VINs.

But then I heard that DMCH is sitting on a bunch of VIN
plates that maybe could be used to make new cars.  And they
had a "new" DeLorean-in-progress on display at DCS2004.  If
they have higher-number VIN plates then who knows what the
highest VIN could eventually be?
