Rich, that is almost never true. Swapping parts is the hallmark of 
bad technique. Everything in the car (or any system) can be measured 
and quantified, all it takes is a little creativity, expertise, 
understanding of the theory, and the proper metrology gear. 
It's not rocket science, it's just a car...and not much of one at 
that. I suggest sticking with the intelligent approach, you'll learn 
more that way. I've looked at your doc, your use of starting fluid 
having no effect is telling as is slow cranking.
Forget open circuit voltage, what is the voltage when cranking? 
Measure right at the battery or coil while cranking. If it's below 
about 10 vdc you've got a problem. The car should not crank slowly, 
solve that issue first. Work towards a point when it will start every 
time when using ether.
