All politicians "flip-flop", "waffle", "change their minds", "have a 
change of heart", or whatever you'd care to call it. Circumstances 
change, so there's no reason to remain absolutely fixed in stone. Bush, 
for example, was against campaign finance reform, a Homeland Security 
Department, a 9/11 Commission, an Iraq WMD investigation, 
nation-building, deficits, et cetera ... along the way something 
happened to make him change his mind. If nothing else, a politician 
listens to the noise made by the public and his advisors, and then 
reconsiders his decisions, changing them if necessary. The question is, 
is a change needed? Nobody cares about that, though.
