I just looked at the picture of the Delay Valve
(http://www.ryanwright.com/temp/vaccumn.jpg).  You
have the whole "T" structure I was describing right
there in the picture.  It is just unhooked; it looks
completely intact - it's just not hooked up to that
hose on the delay valve.  Hook that sucker up man,
that will probably solve a good bit of your problems.

OH and hey - kudos to your car from your website.  It
looks really nice!
