Right. It's called, amazingly enough, a colorimeter, and is used for
(among a number of other more esotric tests) attempting to get a display
device to produce a 6500K color temperature all the way across the IRE
range. Color temperature describes the color (and therefore wavelength
and frequency) of light emitted by a blackbody raised to that temperature,
and is quantified by Stefan's blackbody radiation law. Yes, sometimes
being a crossover physics/video geek actually has its applications. :)
Colorimeters work equally well if the operator is blind or sighted, but
science has yet to produce a god detector that works for atheists.
