Mike,

I haven't seen anybody else answer, so I'll give it a
go.  The cigar lighter ring should only illuminate
when the light switch is entergized:  ie----parking
lights or headlights "on".  If you follow the line
from the ring R/O (red/orange), it should go the the
light switch.  Key on or off should make no difference
since the wires don't go through the ignition switch.
