Again, I haven't done this to my De Lorean yet but, here is where I would
start.  I would find the center position of the rack as it moves through
turning left and right from lock to lock, and then position the front wheels
so they are straight forward and then attach the tie-rods.  Then center the
steering wheel and attach that shaft.

This brings to mind though, does this rack have an internal stop when you
reach lock?

The reason I asked if the wheels had moved is, for example, I would think
you could have the rack set at a full left turn and  the wheels aimed
straight.  If this were possible you couldn't turn left but would have no
problem turning right.  Does that make sense?  I know you said the wheels
turn lock to lock with the difference being only in the steering wheel but I
don't know what causes the stop.

Please let us know what you find, as I am sure I will be doing this as well.

Yeah, quite a bit, but I don't see how the design of the mechanism could
allow for this to make any difference at all.  The universal joint can
connect to the rack in only one orientation, so there exists a finite
number of possible rack-column connection arrangements, and none of them
is anywhere close to being right with this new rack.

Lock to lock is no problem.  The wheels turn fully in each direction, just
with the steering wheel about 2pi/3 radians off.
