No - the whole rack should not visibly move. There's a plate under the 
U-bracket on the pass side which has two "prongs" that should locate the 
flange on the rack and hold it fast. If it's been clonked hard, these 
may have bent. I often have to bend them back again and make sure the 
flange is held between them otherwise you can get the whole rack moving 
from side to side.

Once again - the rack should NOT move at all.
