A four-way stop, by the way, is handled in the following manner:
whoever got

If you are approaching together direct opposites, who is furthest to the right ???? :-)

  is still criminalized (North Carolina de-criminalized in 1980's --
  removes from oversight by Federal courts).
  That's why speed limits, right on red (or left -- that one still blows
  my mind), emergency service vehicle rules, etc vary state to state.
