Upper/Outer "boot" is a cover to keep water off pump. Windshield
plenum drain hole is right above it. Factory had drain tube similar to
A/C evaporator drain. Mine was missing. Rather than replace (clog
city), made a splash guard to route rain water off either side of
tank. You need something, otherwise recessed pump boot will fill with
water and rust pump fittings.

I don't much care for the pump cover. Shrinks and becomes hard (is
made from different material than pump boot). Also difficult to
maneuver fuel lines through it. Since I've got a full splash guard
just omitted.
