It bypasses one of the two ballast resistors mounted next to it on the
firewall.

While the car is running, the ignition coil gets reduced voltage through
both resistors in series.  But only while the starter is engaged then the
relay bypasses one of these resistors giving more voltage to the coil to
help the car start.
