The duty cycle is the amount of time the valve is open per cycle; one cycle consists of one opening and one closing of the valve. If I remember correctly there's quite a good explanation on how the frequency valve works in the Workshop Manual... I can look up the exact pages tonight if you want. Most likely culprit is the lambda computer or its sensors if you ask me; if it was the RPM-relay you'd loose fuel pressure from the tank too. Yahoo!
