I think he is saying that there is something wrong inside the steering
rack
which is entirely possible.  The way those are handled is you take them
off
and send it to your favorite DeLorean specialist who is willing to rebuild
it.

Another possibility is that you could have a bad upper or lower ball joint
or a bad mechanic.
